POSITION: ASSISTANT DIRECTOR OF PUBLIC WORKS

SALARY: $85,952 - $104,475 per year (PERS retirement - 2% at 62 retirement formula for new CalPERS members, 2.5% at 55 retirement formula for CalPERS members covered under pre-2013 rules).

QUALIFICATIONS: Education and Experience: Requires Bachelor's Degree in Public Administration, Engineering, Business Administration, or related field. Requires previous Public Works or Public Service experience including significant administrative and supervisory responsibilities. Knowledge and Ability: Operational characteristics, services and activities of a public works program including engineering, traffic, waterworks, maintenance and source control functions. Principles and practices of program development and administration. Office procedures, methods, and equipment including computers and applicable software applications. Principles and practices of municipal budget preparation and administration. Principles of supervision, training and performance evaluation. Pertinent federal, state and local laws, codes and regulations. Ability to communicate clearly and concisely; and make presentations before public groups. License Required: Valid Class C California Driver License and acceptable driving record.

GENERAL DUTIES: Under the general direction of the Director of Public Works, the Assistant Public Works Director will be responsible for the daily operation and supervision of the City's Public Works Department. Oversee and direct the daily operations of three Divisions: Water, Facility Maintenance and Landscape Maintenance. Develop, implement and coordinate divisional goals and objectives, policies and procedures; evaluate the operations and activities of the Department. Participate in the implementation and coordination of the public works maintenance management process. Participate in the preparation of the annual operating budget for the entire Public Works Department including individual Division budgets. Supervise and participate in a variety of personnel actions, including selections, promotions, performance evaluations, disciplinary measures, and dismissals. Respond to public inquiries and requests relative to maintenance services. Oversee the preparation of plans and specifications for improvements and modifications to water systems, streets, parks, public buildings, and other public works facilities. Prepare RFP’s and RFQ’s for professional and maintenance related services and monitor contract work. Prepare specifications for the purchase of new equipment. Prepare written reports regarding operations, personnel, budget and a variety of other subjects. Coordinate with other City management staff to meet the overall goals and objectives of the City. Develop/conduct training programs for staff. Perform the duties of the Director of Public Works in his/her absence. Other duties as assigned.

SELECTION PROCEDURES: The most qualified applicants will be invited to participate in the testing process administered by the City. Appointment is subject to satisfactory completion of a background investigation. The top candidate will be offered employment conditionally upon satisfactorily passing a health screening conducted at City expense. Proof of legal right to work in the United States will be required prior to employment. This position is exempt from the Personnel rules and is not eligible for overtime. The City reserves the right in its absolute discretion to change any of the selection procedures or cancel the recruitment based upon its business needs. The City may change the duties of the position at any time.

education.

Full-time employees for the City of Paramount are on a "9/80" work schedule.
Normal working hours include nine hours per day Monday through Thursday and 8 hours every other Friday, with every other Friday off. Some positions, particularly in the Public Safety Department and Public Works Department,have alternative schedules.
