THE POSITION

The City of Santa Barbara is looking for a dynamic individual to manage the activities of the twenty (20) employee Building and Safety Division of the Community Development Department. This Division is responsible for public counter services; plan check & permitting; building inspection/code enforcement; and records management.

This position reviews complex building plans for conformance to residential and commercial building codes, ordinances and regulations; responds to citizen requests and complaints; represents the City in the community and at professional meetings as required; and most importantly is committed to the idea of developing a staff which is highly professional, team-oriented, and grounded in an excellence in customer service.


PROFESSIONAL STANDARDS

Knowledge of: Principles and practices of management and supervision; principles and practices of building code enforcement; federal, state and municipal codes, ordinances and regulations regarding building plan check and inspection requirements; building construction methods and materials; compliance with federal, state and local flood plain codes; principles and practices of municipal budget development and compliance; and professional staff development.
Ability to: Interpret, explain and present controversial building related matters to City Council, groups, committees, concerned citizens and advisory groups; prepare ordinances and code revisions; prepare and administer division budget; supervise and motivate employees, and provide organization and leadership necessary to accomplish City Council and divisions goals in an environment of high demand and expectation.
Qualifications: This position requires increasingly responsible experience in the management and supervision of a municipal building and safety organization; a valid California driver's license; possession of the International Code Council (ICC) Building Official certification; and ICC certification in at least three (3) technical classifications. Experience in a community with robust historic preservation program, and a college degree in architecture or civil or structural engineering are highly desirable. California registration as an architect or professional engineer (PE) is highly desirable.

Salary Range: $110,503 - $134,317

Benefits: A complete management fringe benefit package is available including fifteen (15) vacation days, up to four (4) personal leave days, nine (9) holidays, and sick leave. Employees have the option to choose other City paid benefits, including medical, dental, vision, life, deferred compensation, and medical exam reimbursement up to a total cafeteria plan amount of $20,112 a year. A contribution of 1.45% must be made to Medicare. Public Employees Retirement System (PERS) Miscellaneous formula: "Classic" members: 2.7% @ 55; employee contributes 8.556% of salary. "New" members: 2% @ 62; employee contributes 6.75% of salary. The City does not participate in Social Security. A tax deferred savings plan is also available.
