The San Mateo County Employee's Retirement Association (SamCERA) provides retirement, disability and death benefits to employees of the County and operates as an independent public agency. SamCERA is a $3 billion fund with about 5,000 active members, 1,300 deferred members and 4,400 retirees and beneficiaries. The Board of Retirement provides full oversight for the retirement system and is currently seeking candidates for a Chief Executive Officer to be responsible for the overall management and administration of the retirement system and complex administrative support to the Board. Working closely with the Board, the CEO and his/her staff of 20 develop investment and benefits policies, coordinate member services and programs, and develop long-term strategies that fulfill SamCERA's mission and goals.
The ideal candidate will have five or more years of progressively responsible experience in a public pension system, two years of which were in an upper management position supporting a governing board, including interpreting and applying retirement laws in a public sector setting. Additionally, the new CEO will have the knowledge and skills required to successfully meet the challenges of the position and continuously improve the agency. These tasks include continuing progress to build out the system's revised asset allocation; completing the project to implementation of a new pension administration software system; implementing new GASB Rules 67 & 68; completing the process of filing with the IRS for an updated Tax Determination Letter; and assisting the County in implementing new contracts with bargaining units.
The qualified professional will be an approachable, transparent, enthusiastic and politically astute leader, an experienced public retirement administrator/manager with a clear vision for the future of SamCERA, a collaborator and consensus builder, and a strategic thinker and planner with innovative yet practical solutions. Additionally, will need to be a timely, clear-thinking problem solver and decision-maker with effective communication skills, as well as an experienced coordinator of decision-making processes and public pension expert with a sound understanding of public pension disciplines (actuarial, investments, benefits, pension law, finance, IT, communications) and emerging issues.
