The Chief Procurement Officer will manage and control the City’s procurement spend budget of $241 million and a staff of eight procurement professionals and two to three contract employees. The City’s annual budget is approximately $470 million. The Purchasing Division’s budget is $1.4 million. THE CPO reports to the Assistant Director of the Administrative Services Department. The Manager will be empowered to administer and direct procurement programs that create a balance between procurement controls and the needs of the City’s operating departments. Candidates should have a strong background in services contracting and an in-depth understanding of preparing Request for Proposal documents, negotiating and awarding multi-million dollar contracts and administering the contracts. The Manager will possess above average skills in preparing scope of work, project deliverable and contract close out statements for the RFP. Excellent knowledge and experience in public and State of California procurement code is required. Candidates will have great communication skills and possess an ability to collaborate with operating department managers, and a demonstrated ability to inspire division employees to achieve a high level of professional services.
The Chief Procurement Officer is responsible for the management of the Purchasing Division of the Administrative Services Department which includes the functional areas of purchasing and contracts administration. The position is responsible for developing policies and procedures in compliance with federal, state, and municipal code requirements that assure efficient, cost- effective and quality services. The Procurement Division interacts with operating divisions to include airport, gas electric and waste water, and refuse disposal.
