The City of Upland is seeking a creative, visionary, and innovative individual for its City Manager position. The City Manager is responsible for, a general law, full service municipal City employing over 409 full and part time employees. The position reports to a directly elected Mayor and four City Council members. This position is responsible for an annual operating budget of 114 million including City departments such as police and fire services, streets, engineering, water utilities, public library, parks and recreations, animal shelter services, planning and zoning, administrative services including city clerk office, human resources, finance, and information services. The qualified candidate will possess significant experience in budgeting/finance, intergovernmental and personnel/labor relations, community/economic development, collaborative and teambuilding skills. The ideal candidate must also possess a strong character and outstanding personal integrity including the leadership ability to motivate elected officials, staff and others.

Experience: A minimum of five years of extensive/responsible experience at a top management level in a municipality serving a population of at least 75,000 with no break in public sector employment. Education: Bachelor’s degree in public/business administration or related field is required; a master’s degree in a related field is highly desired with preference to those advanced degrees that relate to organizational management, governmental relations and/or finance.

Salary Range: 185,004 annually

Benefits: PERS: 2.5% AT 55, single highest year, City pays employee 8%, 1959 Survivor’s Benefit, 3rd level survivor benefit. All Employees hired or promoted effective 1/1/2014 will pay 8% of salary.

An employee who becomes a “new” member of CalPERS for the first time on or after January 1, 2013 (and who was not a member of another California public retirement or reciprocal system prior to that date) will be enrolled in the CalPERS 2.0% @ 62 benefit formula with three year final compensation in accordance with Public Employees' Pension Reform Act of 2013 (PEPRA). New members will be required to pay at least 50% (6.75% of salary) of the normal cost [Govt. Code Section. 7522.30(c)]. This formula is subject to change based on the City annual normal cost calculation.

An employee who is a “legacy” member of CalPERS or a current member of another California public retirement system who is hired on or after January 1, 2013, will be enrolled in the CalPERS 2.5% @ 55 benefit formula with three year final compensation.

CAFETERIA (HEALTH INSURANCE): $846.00/month towards health, dental, vision, deferred comp, Savings bonds, additional life insurance, ROTH IRA’s, annual physical or any other use approved by the City Manager

LIFE INSURANCE: Minimum $50,000 policy, up to 1 X annual salary

LONG TERM DISABILITY: 66 2/3% of base salary to a max of $5,000/month after 60 days or use of all sick leave, whichever is later; if sick leave is exhausted prior to the end of 60 day period, employee may use other accrued leaves.

RETIREMENT: (Available after 5 years) may take ½ of accrued sick leave up to a maximum of 500 hours as personal leave just prior to retirement; City will pay portion of health insurance premiums for retiree and dependent if over 10 years of service; Retiree Health Savings Accounts with City contributions based upon years of service

EDUCATIONAL INCENTIVE: Available after 2 years of City service, One-time payment of the total % of total annual base salary at the time a job-related degree is awarded combined with years of service; PhD with 2 years=10%, JD with 2 years=10%

DEFFERED COMPENSATION: 9% of base monthly salary, may be used towards cafeteria options

EXECUTIVE LEAVE: 80 hours per year

VACATION: 80 hours accrued during first year,

VACATION BUYBACK: May be reimbursed up to 80 hours annually from their personal leave banks of sick leave, vacation or executive leave. Payment will be made in December. Additional 40 hours of vacation can be received in cash by 6/1 of each year.

SICK LEAVE: 8 hours per month to a maximum of 1250 hours

HOLIDAYS: 90 hours per calendared year; 40 hours per floating year (holidays based on 10 hour day)

LONGEVITY: 2.5% of salary upon 20 years of continuous service

PREVENTATIVE HEALTH BENEFITS: Reimbursement up to $225/year for purchase participation toward the following uses; health or athletic club; tennis club dues; any classes which contribute to physical fitness; tennis racket & balls; golf clubs & balls or spiked shoes, weight loss programs etc

VEHICLE ALLOWANCE: Department heads = $350/month, Police & Fire Chief = take City car home

UNIFORM REPLACEMENT, MAINTENANCE AND CLEANING ALLOWANCE: Police & Fire Chief = $250/year

WORKERS’COMPENSATION: All medical bills paid
