DESCRIPTION:
DEFINITION
Under general direction to plan and coordinate the implementation of housing assistance and rehabilitation programs; to manage the Community Development Block Grant Program; to coordinate program activities with other City departments; to provide complex assistance to the director; and to perform related work as required.

CLASS CHARACTERISTICS
This single position class performs work to coordinate technical housing assistance programs for the purposes of developing affordable housing for the low and moderate-income community under the general direction of the Community and Economic Development Director. The incumbent regularly plans and executes the work required to implement the program, but also coordinates work which may be required from other City departments or from sources outside the City. Positions in this class have considerable independence in selecting work methods from a variety of standard methods and procedures. Instructions given by the supervisor generally do not provide all of the information needed to complete the assignment. Incumbents are expected to resolve most problems confronted through the application of judgment and precedent, referring to the supervisor only those which involve the establishment of new procedures or which involve solutions which are inconsistent with departmental procedures and policies.

EXAMPLES OF DUTIES:
Duties may include but are not limited to the following: implement and monitor the City’s grant programs under the Federal Community Development Block Grant (CDBG), HOME and other grant programs; conduct research, write and package grant proposals; prepare administrative reports for current and future grant-funded programs; plan, develop, coordinate, and administer affordable housing projects; implement all housing programs including, but not limited to, infill housing, new construction, single family rehabilitation, real estate sale and acquisition; develop and implement program monitoring and evaluation of policies and procedures; prepare loan and construction documents; make initial contact with property owners for housing assistance programs and perform eligibility screening; review bids, contract documents, inspection reports and construction contracts for compliance; work with a loan committee and develop a residential loan process and procedure for owner occupied units; participate in the formulation of rehabilitation policies, plans and programs; develop and arrange financing for single and multi-family housing projects; research complex housing problems; make recommendations for consideration to City Council; represent the City to other agencies and to the public; represent the City at public meetings and citizen committees; assist in coordinating housing activities with other City departments, outside agencies, and developers; assist in preparing and administering the department and agency-operating budget; meet with and advise developers and community groups regarding housing programs and projects; explain housing policies, practices, and regulations; make recommendations in the form of housing policies, plans, and programs; and perform related work as required.

TYPICAL QUALIFICATIONS:
LICENSE REQUIRED
• Possession of a valid and appropriate California Drivers’ License and a good driving record.

EDUCATION AND EXPERIENCE
Any combination of training and experience that provides the required knowledge, skills, and abilities is required.

Education:
• Typical education would include a Bachelor’s Degree from an accredited college or university in business, public administration, or a closely related field.

Experience:
• Typical experience would include four (4) years of full-time experience in a government or non-profit agency which specializes in housing programs, including experience in grant writing and serving housing clients.

SUPPLEMENTAL INFORMATION:
PHYSICAL DEMANDS AND WORKING CONDITIONS
Strength: Medium work-lifting, carrying, and/or pushing 50 pounds with frequent lifting and/or carrying of objects weighing up to 25 pounds; incumbent is required to attend periodic evening meetings; and incumbent is required to travel within and out of City to attend meetings.

Applicants must meet each qualification for the position by the deadline date. All applications will be reviewed based on the necessary employment standards for the position. Those candidates who best meet the needs of the operations may be invited to participate in an oral examination that will be weighted 100%. Applicants receiving a passing score may be placed on an eligibility list for a period of up to one (1) year. As determined by the City and at the City's expense, successful candidates shall be required to pass a medical examination, a drug/alcohol screen, and a background investigation. Proof of citizenship or eligibility to work in the U.S., and possession of a valid California driver's license and good driving record will be required prior to hire.

The examination may consist of questions relative to knowledge of federal, state, and local laws, rules, and regulations related to housing programs, grant-funded programs and grant administration; state laws that relate to affordable housing; principles, practices, and procedures as specified in California housing and law, i.e., property acquisition, relocation, affordable housing, community development, and community rehabilitation; techniques used in the operation of community development, and rehabilitation programs; building construction methods and materials; municipal housing, building, zoning, electrical, plumbing, and related ordinances; Federal and State regulations governing the rehabilitation of property; grant-funded programs and grant administration; federal and state-funded housing and development programs such as Community Development Block Grant programs; budget preparation, budget administration, and management; development and professional services contracting, bidding procedures, and contract administration; principles and practice of public relations; and basic statistical methods used for management analysis. The examination may also contain questions regarding the ability to understand and apply existing federal and state laws and regulations regarding real estate and property management, relocation, and housing; prepare and present accurate and comprehensive reports and recommendations; negotiate with contractors, property owners and developers; prepare and analyze comprehensive development and rehabilitation studies, reports, memoranda, applications, and other documents; understand and interpret complex fiscal and program policy matters related to the CDBG Program and other federal and state funding sources; communicate effectively, both orally and in writing with varied groups and members of the public; work independently and as part of a team; produce detailed, complex, and precise work; plan, organize, and coordinate a comprehensive housing rehabilitation program; read and interpret plans, specifications, blueprints and related documents; determine appropriate methods to provide construction and rehabilitation programs; use sound judgment in interpreting and applying program guidelines and regulations and establish and maintain effective working relationships with those contacted in the course of work.
