With a growing demand for county services and declining revenues, the King County Council is looking for a dynamic and visionary leader that is an outside of the box thinker, to manage the efficient operations of the Council’s legislative analysis process.

The Policy Staff Director is a senior management position, accountable to the Council Chair but responsive to the requests of all Councilmembers, responsible for ensuring that the Council’s charter-based responsibilities for policy development and oversight are fulfilled. This position serves as a member of the Council’s management team and leads work that is responsive to the needs of the legislative process and professional standards. This role involves daily interaction with staff from all levels of the organization and requires a keen understanding of the legislative process and standards for legislative staff that are represented by a Collective Bargaining Agreement as well as Committee Assistants who are not. This position requires a self-starter with a strong background managing high profile policy issues and their impacts, an ability to work in a culturally and generationally diverse environment and a desire to push self and others for successful results.

SCOPE OF JOB DUTIES:

The successful candidate will at a minimum demonstrate skill and ability to:
• Lead and Manage the work of and provide support to policy analysts and committee assistants and ensure policy staff analyses address issues of concern to all members including analysis of regional and local issues and impacts.
• Monitor, Guide and Report concerns raised regarding implementation of the Collective Bargaining Agreement and participate as a member of the Management Team during collective bargaining.
• Be comfortable completing performance evaluations and providing constructive feedback on strengths and weaknesses and identify and address inequities among staff. Assist staff in identifying their goals for training and improvement.
• Coach, Manage and Mentor policy staff; provide guidance on policy analysis; facilitate communications with councilmembers, colleagues, personal and executive staff to ensure positive working relationships and identify and advocate for clarification or change in administrative and human resource policies that affect policy staff.
• Conceptualize, Evaluate, Develop and Implement standards for analytical work and written and oral communications, including presentations; establish guidelines for staff report format and content; develops approaches for cross-leveling of work load where needed.

OUR IDEAL CANDIDATE WILL:
• Possess a Master’s Degree in a related field and in-depth knowledge and experience in managerial and advanced professional level capacity involving analytical, evaluative or planning work.
• Demonstrate a strong understanding of the legislative process and the roles of and the relationships among federal, state and local governments. Within Washington State is a plus.
• Have a track record implementing laws, theories and business practices related to labor policies and practices, human resource management, and performance appraisal processes; principles and practices related to organizational development and organizational behavior, including leadership styles and team building.
• Be knowledgeable about the structure of King County government, its mandates and functions, including how to get things done through formal and informal channels. Familiarity with the regional, local policy issues and challenges that affect King County is a plus.
• Be flexible and adapt as required, while working in a multi-faceted and sometimes ambiguous environment.
• Possess strong ability to remain objective and handle confidential communications, analyze the implications of proposals and navigate through potentially conflicting stakeholder perspectives.

COMPENSATION & HOW TO APPLY:
