Plans, organizes, manages, and provides administrative direction and oversight for all functions and activities of the Public Works Department, including streets and traffic control, storm drain maintenance, water distribution, sewer collection, wastewater treatment operations and maintenance, solid waste, and fleet maintenance; fosters cooperative working relationships among City departments and with intergovernmental and regulatory agencies and various public and private groups; provides highly responsible and complex professional assistance to City management staff in areas of expertise; and performs related work as required.

This department head classification oversees, directs, and participates in all activities of the Public Works Department, including short- and long-range planning and development. This class provides assistance to the City Manager in a variety of administrative, coordinative, analytical, and liaison capacities. Successful performance of the work requires knowledge of public policy, municipal functions and activities, including the role of an elected City Council, and the ability to develop, oversee, and implement projects and programs in a variety of areas. Responsibilities include coordinating the activities of the department with those of other departments and agencies and managing and overseeing the complex and varied functions of the department. The incumbent is accountable for accomplishing departmental planning and operational goals and objectives and for furthering City goals and objectives within general policy guidelines.

Any combination of training and experience which would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

Equivalent to a Bachelor’s degree from an accredited college or university with major coursework in public works, business administration, or a related field and seven (7) years of responsible public works services experience, including five (5) years of management experience.


Possession of, or ability to obtain, an appropriate valid California’s driver’s license.



Because of the complexity of the city's wastewater treatment system, and because of the sensitive nature of water issues, the successful candidate will be particularly strong in these functional areas and will have experience and knowledge of water/wastewater system hydraulics, advanced wastewater treatment plant design and capabilities, and energy systems.

Salary Range: 97,505 - 118,518

Benefits: Members of the California Public Employees' Retirement System (PERS). In accordance with the California Public Employees Pension Reform Act of 2013 (PEPRA), the City of Tulare will offer the following retirement benefit (2.0% at 62) to new PERS members beginning January 1, 2013 with three (3) years final compensation. Existing PERS members with no break in service will receive the 2.5% at 55 formula with single highest year.

City pays a portion of the employee and dependent coverage costs of group medical, dental and vision insurance. An opt-out plan is also available.
