Under general direction of the City Manager, plans, directs, and oversees a broad range of City Engineering, public works maintenance services, including, but not limited to, engineering, landscape and building maintenance, and public works (streets, trees, concrete and equipment maintenance). This is an unclassified, at-will position.

Plans, implements, directs, controls and manages a variety of projects and activities related, but not limited to, engineering, public works, and landscape and building maintenance; coordinates division activities with other divisions and with other agencies, consultants, developers and contractors; participates as a member of the City Manager's executive management team to review and develop overall approaches to the City's long-range plans and priorities; supervises employees, which includes prioritizing and assigning work, conducting performance evaluations, and making decisions on hiring, termination, and disciplinary actions; plans, organizes, and reviews the work of staff and consultants engaged in project design, private development, construction management, property services and relocation, traffic engineering, maps and plan design; conducts negotiations for engineering contracts and service agreements with other agencies; administers service contracts associated with assigned areas of responsibility; approves plans, estimates and contract documents for major Public Works structures and projects; oversees the issuance of construction, demolition, excavation and encroachment permits; directs the preparation, coordination and review of surveys, plans, specifications, reports, contracts, agreements, projects and requests for proposals in accordance with state and federal laws and regulations and local codes; plans, coordinates, implements, controls, and evaluates the policies, procedures, strategies, work standards, and strategic goals for the Public Works department; maintains, updates, and ensures procedural compliance for mandated programs; serves as the senior management staff liaison to various commissions and subcommittees, community-based organizations, external agencies, committees, associations, citizens, and/or other interested parties; directs the preparation and review of staff reports, letters, memos, and/or other related correspondence; directs the preparation of the department’s budgets, financial reports, and capital improvement budgets; monitors revenues and expenditures; leads the preparation and implementation of long-term capital improvement programs; formulates departmental and engineering goals and long-range plans, and develops workload indicators to measure progress and achievements; facilitates, leads, and/or participates in meetings and committees; represents the department and the City at meetings and conferences; serves as a liaison between departments, external organizations, the general public, and other agencies; performs related duties as required.

Education and/or Experience: Bachelor’s degree in public administration, business administration and/or engineering and seven (7) years of full-time senior management experience in an operations department in a government agency. A master’s degree in a related field is preferred.

Knowledge of: Leadership and management theory and practices; principles and practices of civil engineering and planning as related to the preparation of plans and specifications of various public works projects and subdivision ordinances, design, construction, inspection, and maintenance; federal, state and local laws, codes, regulations, standards, rules and procedures governing civil and municipal engineering, planning, administration and design; management and leadership principles, including performance measurements; public administration and governmental operations; principles, practices, methods and equipment used in civil engineering projects and public works programs;

knowledge of GIS, Cal-OSHA and ADA; Municipal budget preparation and administration methods and practices and capital improvement programs; applicable local, state, and federal laws, codes, policies, procedures, rules, and regulations; program development and administration principles and practices; personal computer software and hardware; effective methods of report presentation; goal-setting methods and the design of workload and performance indicators; effective oral and written communication principles and practices; City organization, operations, polices, and objectives; basic principles and practices of personnel administration; contract administration principles and practices.

Skill and/or Ability to: Direct and control the work of technical and professional staff; analyze problems, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of goals; plan, analyze, and evaluate programs and services, operational needs, and fiscal constraints; effectively communicate orally and in writing; make effective oral presentations; establish and maintain effective working relationships with others; monitor and evaluate program effectiveness; select, train, supervise and evaluate employees; establish and maintain effective relationships with those contacted in the course of work; use personal computer and related software; prepare and present clear and comprehensive reports and make effective presentations; represent the City at meetings, conferences, and special events; read, interpret, apply, and explain codes, rules, regulations, policies, and procedures; oversee the preparation and review of engineering plans and specifications for streets, sanitary sewers, storm drains and other public works and private development projects.

License: Possession of a valid California Class C driver’s license is required. Employees in this classification will be enrolled in the Department of Motor Vehicles (DMV) Government Employer Pull Notice Program which confirms possession of a valid driver’s license and reflects driving record.
